1. What is an electronic invoice?

Electronic invoice is a collection of electronic data messages about the sale of goods and provision of services, created, created, sent, received, stored and managed by electronic means. Electronic invoices may or may not have a tax authority code.

2. Use electronic invoices in social insurance payments

According to the Vietnam Social Insurance Portal, electronic invoices are now used in payment of social insurance and health insurance medical examination and treatment costs, bringing many benefits such as:

- Reduce costs of printing, shipping and storing paper invoices.

- Increase speed and accuracy in exporting, sending, and receiving invoices.

- No waiting time, quick and convenient payment.

- Increase efficiency in management, inspection and control of invoices.

- Easily look up and check invoices on the system of Vietnam Social Insurance.

- Minimize errors, fraud, and counterfeit invoices.

- Improve transparency, combat fraud and tax evasion.

- Support data communication between social insurance agencies and medical facilities.

Electronic invoices have the same legal value as paper invoices and are stored on the system of Vietnam Social Insurance.

To use electronic invoices in social insurance payments, medical facilities need to register with the Tax Department or I-VAN service providers to receive a tax code and digital certificate. After that, medical facilities need to declare electronic invoice information on the Electronic Social Insurance Transaction Portal and send electronic invoices to the social insurance agency or patients with health insurance cards according to regulations of the Ministry of Finance. 

3. Use e-invoices to pay for medical examination and treatment costs covered by health insurance

According to Official Dispatch No. 3991/BHXH-TCKT dated September 11, 2017 of Vietnam Social Insurance, medical facilities are encouraged to use electronic invoices to pay medical examination and treatment costs for health insurance participants. This is one of the modern, convenient and safe solutions for patients and medical facilities.

To use electronic invoices to pay for medical examination and treatment costs covered by health insurance, you need to follow these steps:

Step 1: When you arrive at the medical facility, you need to present your health insurance card and identity card (or passport) to the reception staff to check your health insurance benefits and prepare a medical examination form.

Step 2: After completing medical examination and treatment, you need to go to the cashier to pay for medical examination and treatment costs.

If the medical facility uses electronic invoices, an electronic invoice will be issued to you and sent to you via email or SMS. You can look up electronic invoices on the website of Vietnam Social Insurance or the electronic invoice provider.

Step 3: If you want to request direct payment of medical examination and treatment costs covered by health insurance, you need to prepare the following documents:

- Documents are photocopies (attached with originals for comparison): Health insurance card; Identity card (or passport); Hospital discharge certificate (if any); Hospital transfer certificate (if any); Referral letter for medical examination and treatment (if any).

- Original documents: Medical examination form; Medical service appointment form; Test result cards, image diagnosis (if any); Prescription cards and consumable medical supplies; Electronic bill.

Step 4: You bring the above documents to the social insurance agency where you participate in health insurance to submit the application and receive payment directly.

Recently, Official Dispatch No. 1123/CD-TTg dated November 18, 2023 of the Prime Minister requested ministries, branches and localities to strengthen the management and use of electronic invoices, contributing to promoting the conversion work. number. 1) Official dispatch requesting ministries, ministerial-level agencies, Government agencies, and People's Committees of provinces and centrally-run cities to strengthen the management and use of electronic invoices (e-invoices) in operations. business, trade, service, production, import and export, contributing to the state budget.

2) The dispatch emphasizes the use of electronic invoices as one of the important solutions to promote digital transformation, improve management efficiency, reduce costs, save time, increase transparency, prevent loss, Tax evasion, commercial fraud, protection of consumer rights.

3) The dispatch sets out a number of specific tasks and solutions for ministries, agencies and localities, such as:

- Complete the legal framework and regulations on e-invoices.

- Strengthen propaganda, raise awareness, and encourage businesses to use e-invoices.

- Accelerate the issuance of tax codes and provide online public services related to e-invoices.

- Inspect, monitor and promptly handle violations of electronic contracts.

- Strengthen cooperation and coordination between state management agencies, e-invoice service providers, businesses and people.

4) The Official Telegram requires ministries, agencies and localities to report the results of implementing the Official Telegram to the Prime Minister and the Ministry of Finance before December 15, 2023 and periodically every 6 months.
