Settlement of one-time social insurance benefits for employees participating in compulsory social insurance after one year of quitting work, and those participating in voluntary social insurance after one year of not continuing to pay social insurance but not having paid social insurance for 20 years Decision 896/QD-BHXH stipulates

1. Original social insurance book.
2. Original Application ( Form No. 14-HSB ) (Download form from Mediafire or Google Drive )
3. Original Personal Declaration on time and area of service in the Army with regional allowance (Form No. 04B - HBQP issued together with Circular No. 136/2020/TT-BQP dated October 29, 2020) for people who served in the Army before January 1, 2007 in areas receiving allowances areas where the social insurance book does not show complete information as a basis for calculating regional allowances.

- How to do it:
Step 1 . Submit application: Employees submit applications in one of the following forms:
+ Via electronic transaction: Employees register to receive an authentication code and send electronic documents to the Public Service Portal of Vietnam Social Insurance or via Organization I -VAN (if registered to use I-VAN service); In case of not converting paper documents to electronic format, send all paper documents to the social insurance agency by post;
+ Via Postal Service.
+ Directly at the social insurance agency.
Step 2. Receive results: Employees receive:
+ Related paperwork in the registered form (directly at the social insurance agency or by post or via electronic transaction);
+ Benefits: Directly at the social insurance agency or through post or through personal account.
In case the beneficiary authorizes another person to receive payments on his/her behalf, follow the provisions of the procedure "Authorization to receive social insurance benefits and unemployment benefits" or the original authorization contract according to the provisions of law.
- Implementation order:
Step 1. Prepare and submit documents: Employees prepare documents according to regulations (in section Components of documents) and submit them to the social insurance agency of their place of residence.
Step 2. The social insurance agency receives the application and resolves it according to regulations.
Step 3. Receive results: Employees receive the settlement results from the social insurance agency.
- Processing time: Maximum 05 working days from the date the social insurance agency receives complete documents according to regulations.

+ Social insurance book (if unemployment insurance is still unpaid);
+ Decision on one-time social insurance benefits (Form No. 07B-HSB);
